Cedric Small is an experienced litigator representing businesses, municipalities, and individual clients in a wide range of civil and commercial matters. With over 15 years of combined experience in the legal field, including more than a decade focused on foreclosure and mortgage-related issues, as well as extensive management roles in the mortgage servicing and asset management industries, Mr. Small brings a unique blend of courtroom advocacy, strategic oversight, and practical industry knowledge to his practice.

Admitted to the Florida Bar in 2009, Mr. Small currently serves as an Associate Attorney at Michael Garcia, P.A. in Fort Lauderdale. His current practice encompasses a broad range of civil and commercial litigation matters, including business and contract disputes, as well as municipal code enforcement issues. Mr. Small handles all phases of litigation, from drafting and arguing motions, managing discovery, preparing pleadings, and negotiating settlements, to conducting case research and representing clients in hearings, depositions, and other proceedings. He also regularly represents municipalities in code enforcement and related proceedings, including presenting matters before planning boards and appearing on behalf of the City of North Lauderdale in municipal code hearings.

Prior to joining Michael Garcia, P.A., Mr. Small served as an Associate Attorney at a foreclosure-focused firm where he represented mortgage servicers and lenders in foreclosure actions, including preparing and filing complaints, conducting comprehensive reviews of loan documentation and collateral, assessing case strengths and potential challenges, and staying abreast of developments in foreclosure law and client requirements.

Mr. Small brings extensive experience beyond traditional legal practice, having held senior management roles at national mortgage servicing companies, asset management firms, and private equity entities. In these positions, he oversaw large portfolios of non-performing and contested loans, directed foreclosure processes nationwide (including litigation oversight and contested matters), developed bidding and due diligence strategies, testified as a corporate witness in trials, hearings, and mediations, negotiated settlements, and coordinated with servicers, vendors, and counsel to achieve efficient resolutions.

His career began in public interest law as a staff attorney in a predatory lending unit, where he developed and implemented borrower counseling programs under Florida’s Residential Mortgage Foreclosure Mediation initiative, conducted community outreach and education, and provided direct legal representation in foreclosure actions.

Mr. Small’s broad background combines hands-on operational expertise, courtroom testimony, and in-depth knowledge of mortgage and real estate law, and enables Mr. Small to provide clients with practical, strategic counsel in civil, commercial, and municipal litigation.

Mr. Small earned his Juris Doctor from Florida Coastal School of Law and his Bachelor of Science in Political Science from Florida State University.
